UT Administration Issues Clarification on Sonam Wangchuk, SEMCOL and HIAL Cases

Leh, October 1: The Administration of the Union Territory of Ladakh has issued a detailed clarification regarding recent press conferences and media statements made by various sections, particularly in connection with activist Sonam Wangchuk, the Students’ Educational and Cultural Movement of Ladakh (SECMOL), and the Himalayan Institute of Alternatives, Ladakh (HIAL).

In its statement, the administration dismissed allegations of victimization against individuals, including Sonam Wangchuk, as “baseless,” emphasizing that all law enforcement actions are based on “credible inputs and documents.” It asserted that agencies are conducting investigations impartially without indulging in witch-hunting.

On HIAL, the administration said that cases of financial irregularities and foreign currency violations are under investigation, adding that the institute did not fully disclose foreign funds in its financial records. It also highlighted that despite HIAL not being a recognized university, it has been issuing degrees, potentially jeopardizing students’ futures.

Regarding SECMOL, the administration said the cancellation of its FCRA registration was based on “clear evidence of multiple violations.” It clarified that the organization has the right to appeal through established forums.

The statement further noted that the government had already announced talks on September 20, 2025, with flexibility for Ladakh leaders, but accused Wangchuk of making “provocative statements” and inciting youth by drawing parallels with Nepal, Sri Lanka, and Bangladesh.

The administration cited Wangchuk’s earlier public remarks, including references to an “Arab Spring” type movement and calls for protest tactics, as examples of “irresponsibility.” It alleged that he did not ensure peace during his Anshan (sit-in) and continued his hunger strike despite the government scheduling talks, leading to “unfortunate developments.”

Reaffirming its stance, the administration said, “This irresponsible act of continuation of hunger strike for personal and political gain is responsible for all the further unfortunate developments.”

On his detention, the administration stated that grounds had been duly served to Wangchuk and urged respect for legal processes. It expressed confidence that normalcy would return in Leh, calling the township “peace-loving” and reiterating commitment to the dialogue process.
