CEC Kargil Reviews CAPEX & CCDA Funds, Pushes for 100% Utilisation

Kargil, February 27, 206: The Hon’ble Chairman and Chief Executive Councillor (CEC) of Ladakh Autonomous Hill Development Council, Kargil (LAHDC), Dr. Mohd Jaffer Akhoon, today chaired a meeting to review the balance funds under CAPEX, including CCDA and Untied Funds, for the financial year 2025-2026, along with other financial matters.

Hon’ble Executive Councillors Kacho Mohd Feroz, Aga Syed Mujtaba, Er. Phunchok Tashi, Deputy Commissioner/CEO LAHDC Kargil Rakesh Kumar, Chief Planning Officer Kargil Abdul Hadi, and several Hon’ble Councillors of LAHDC were present at the meeting, while some members joined virtually.

The meeting held under the chairmanship of the Hon’ble CEC, emphasized the importance of achieving 100 percent utilisation of CAPEX and Untied Funds to ensure that next year’s financial allocations for the district are not adversely affected.

The Deputy Commissioner/CEO LAHDC Kargil suggested that the remaining funds under CAPEX and CCDA be diverted towards ongoing liability works by fixing clear priorities, without changing the object head, in order to achieve maximum expenditure within the current financial year.

Speaking on the occasion, the Hon’ble CEC stressed that 100 percent expenditure of funds under CAPEX and CCDA is imperative. He requested all Hon’ble Councillors to finalize the priority of works within one day and submit the same to the Chief Planning Officer, Kargil, for necessary action.

The proposal put forth by the Deputy Commissioner was supported by the majority of Hon’ble Councillors of LAHDC Kargil.

The meeting also unanimously passed a resolution seeking restoration of administrative approval powers up to at least ₹5 crore. The resolution aims to enable prompt sanction of projects, faster administrative processing, and efficient implementation of developmental works across various sectors.

Additionally, in the meeting, proposals were discussed to explore avenues for enhancing revenue generation for LAHDC Kargil.
