Secretary, Tourism & Culture and Labour & Employment, Kacho Mehboob Ali Khan chairs review meeting in Kargil 

Kargil: April 15, 2023: Secretary, Tourism & Culture and Labour & Employment, UT Ladakh Kacho Mehboob Ali Khan today chaired a review meeting related to projects/works, under Sate Capex/SDP at Kargil Development Authority (KDA) Office, Bemathang, Kargil.

He also reviewed the physical and financial progress under Capital/Revenue for the FY 2022-23 and proposed action plan of various departments under his charge.

Superintending Engineer, PWD/Tourism, Abdul Mutalib; Chief Executive Officer (KDA), Abdul Gaffar Zargar; Deputy Director (Employment), Iftikhar Ahmed; Assistant Labour Commissioner (ALC), Raziya Khatoon; Executive Engineer (R&B II), Mohd Sadiq; Executive Engineer, KDA, Tsering Muroop besides other concerned officials and officers were present during the meeting.

Detailed discussions were held related to the physical and financial progress achieved under different schemes and plans for the FY 2022-23. Heads of the respective departments also apprised the Secretary about progress and achievements achieved so far.

Regarding the ongoing construction work at TFC, the Secretary directed the concerned officers to expedite the pace of work without compromising with quality & quantity and complete the project by June end 2023.

For the construction of Tourist Reception Centre at Zojila Pass, the Secretary directed CEO, KDA to look for a suitable land near Minamarg in place of the already allotted land.

The Secretary emphasised on working on selection of new projects keeping in mind the necessity, benefits, their O&M and viability.

Khan said in respect of heritage religious sites the proposed projects should include components such as toilets, parking space, lighting, approach roads etc.

Regarding the construction of new district library building, the concerned officer apprised the Secretary that the construction work is in progress.

Khan stressed on completing the library building without compromising with the quality & quantity in this financial year.

Stressing on upholding the rights and dignity of the working class, the Secretary stressed on protection of labour rights in Ladakh working with various Government and private agencies.

The Secretary also held a meeting with Chief Engineer Project Vijayak, Brig. Vinay Bahl and discussed the following issues –

Regulation of traffic along Khardongla-Diskit (Nubra) road in light of the ongoing widening of the road.

The Secretary proposed that blasting may be undertaken late in the evening and the debris may be cleared by early morning 8 AM so that movement of traffic along this road is not adversely hampered.

Brig. Bahl assured that there will least inconvenience to the commuters.

Engagement of migrant workers and ensuring payment of minimum wages to them along with all basic amenities as per the provisions of the Labour laws was also discussed.

Brig. Bahl apprised the Secretary about precautions being taken to follow the provisions of the labour laws.

The work on the road under construction between Turtuk & Hanu also came for discussion in the meeting.

The Secretary emphasised on importance of this road for providing a circular connectivity for movement of tourists and the local populace. Brig. Bahl gave the status of progress on this road.

The Secretary inspected physical progress of work at TFC, Bemathang and District Library, Kargil. He emphasised on timely completion of the projects without compromising with the quality & quantity as per BOQ.
