UT Administration of Ladakh Reconstitutes Licensing and Permit Issuing Authorities

Leh, December 10, 2025:

The Administration of the Union Territory of Ladakh has issued Order No. 21-Trans(UTL) of 2025, announcing a complete reconstitution of the Licensing Authority and Permit Issuing Authority under the Transport Department. The new structure replaces all previous orders and aims to streamline transport-related services across the UT.

Revised Licensing Authority for Ladakh

According to the order, the Licensing Authority for both districts has been reorganized as follows:

Assistant Regional Transport Officer, Leh

Kargil

Assistant Regional Transport Officer, Kargil

This restructuring ensures district-level efficiency in issuing and regulating driving licences.

New Permit Issuing Authority Structure

The government also redefined the authorities responsible for issuing different types of transport permits:

Administrative Secretary, Transport Department

UT/State Permit

Regional Transport Officer, Ladakh

District Permit

Assistant Regional Transport Officer of the concerned district

The new hierarchy is designed to enhance transparency, simplify administrative procedures, and ensure uniform handling of transport permits across the Union Territory.

The order has been circulated to all major stakeholders, including:

All Administrative Secretaries, UT of Ladakh Director General of Police, UT Ladakh Deputy Commissioners of Leh and Kargil Senior Superintendents of Police (Leh, Kargil & Traffic Ladakh) Regional Transport Officer, UT of Ladakh Assistant Regional Transport Officers of Leh and Kargil Joint Secretary, MHA (JKL Division), Govt. of India Information Department for public dissemination NIC Leh for uploading the notification on the website and e-Gazette

The directive was issued under the authority of Bhupesh Chaudhary, IAS, Administrative Secretary, Transport Department, and authenticated by Dr. Mohammad Usman Khan, JKAS, Additional Secretary.

This reconstitution marks a significant administrative step aimed at improving the efficiency of transport governance in Ladakh. By clearly defining the roles of licensing and permit authorities, the UT administration intends to provide smoother, more accountable services to citizens and transport operators across Leh and Kargil.
