CEC Dr Jaffer chairs meeting with Commissioner Sec., Padma Angmo, discuss various issues concerning several departments

 

Kargil, Jan 12: Chairman/Chief Executive Councilor, LAHDC, Kargil, Dr Mohd Jaffer Akhoon today chaired a meeting with Commissioner Secretary, Higher Education and Information, UT Ladakh, Padma Angmo, to discuss various developmental activities and issues of the concerned departments.

 

Executive Councilor, Social Welfare Aga Syed Mujtaba, Executive Councilor, RD&PRD/ Information, Er. Punchok Tashi, Program Officer ICDS Nargis Banoo, District Social Welfare Officer Aga Syed Jamal, Superintendent ITI Kargil besides concerned officers attended the meeting.

 

During the meeting threadbare discussions were held on various issues related to ICDS, Higher and Technical Education, Social Welfare and other concerned departments in the district.

 

The CEC said pertaining to the construction of Anganwadi Centers, land compensation is necessary wherever it is required as state land is limited in the district. The Commissioner Secretary said appropriate decision will be followed up to place funds for it.

 

In the meeting, the CEC expressed that the merger of schools and Anganwadi Centers might not be feasible everywhere. Therefore, he suggested facilitating services for children in the 0-3 age group at Anganwadi Centers.

 

The Commissioner Secretary said that the children aged 0-3 will be attended to at Anganwadi Centers, while those in the 3-6 age group will be accommodated in schools.

 

CEC Dr Jaffer also raised the issue of recruitment of Teaching and Non-Teaching staff to which the Commissioner Secretary said that the UGC guidelines have to be followed in the recruitment process besides rationality has taken into consideration.

 

The Commissioner Secretary informed that the University is performing very well and the student strength has increased manifold. During the meeting various issue related to SKUAST and Krishi Vigyan Kendra were also discussed.

 

The Commissioner Secretary apprised the CEC that expansion of ITI Kargil is necessary and for that necessary land is required around the peripheries of Kargil town. The CEC said that a committee has been framed and said necessary options will be explored.

 

The CEC asked that new trades needs to be introduced and the outgoing students should be ready to get employed in the industry/private sector. The Commissioner Secretary informed that skill center has been introduced at various colleges besides 13 trades are already operating at the ITI.

 

The CEC suggested opening new ITIs in other subdivisions, to which the Commissioner Secretary mentioned that the idea will be explored.

 

CEC Dr Jaffer further raised the issue of to grant full-fledged college status for Government Degree College Sankoo and creation of vacancies for the college.

 

The Commissioner Secretary further informed that the up-gradation of Polytechnic College to Engineering College is under process and is being reviewed by the Ministry.

 

The CEC said that internship for the ITI students is necessary. The CEC was informed that an apprenticeship scheme is currently undergoing.

 

The CEC thanked the Commissioner Secretary for clearing old age pensions under Social Welfare Department. The Commissioner Secretary directed the concerned department for early implementation of Atal Pension Yojana. During the meeting, the land requirement for installation of petrol pump by HPCL was also discussed.

 

EC Tashi raised the issue of vacancy of non-teaching staff at Government Model Degree College Zanskar.

 

He also raised the introduction of skill development courses such as Plumbing, Electrician, housekeeping, Graphic Designing and embroidery at GMDC Zanskar.

 

The Executive Councillor also raised the issue of a separate ITI for Zanskar. The EC raised the issue of Krishi Vigyan Kendra Zanskar and its functioning post formation of UT Ladakh.
