Kargil, December 24, 2025: The Hajj Committee, UT Ladakh, organized a graceful farewell programme to honour the outgoing Chief Secretary of Ladakh, Dr. Pawan Kotwal, IAS, on the occasion of his superannuation. The event witnessed the presence of several dignitaries including Chairman and Chief Executive Councillor (CEC), LAHDC Kargil, Dr. Mohd Jaffer Akhoon, Member of Parliament Ladakh Mohd Hanifa Jan, and other notable officials.
Speaking on the occasion, CEC Dr. Mohd Jaffer Akhoon extended heartfelt congratulations and best wishes to Dr. Kotwal and his family for a fulfilling post-retirement life. He highlighted that under Dr. Kotwal’s dynamic leadership, the Union Territory of Ladakh achieved remarkable progress across multiple sectors. Handling vital departments such as Revenue, Health, Ecology, and Environment, Dr. Kotwal carried out his responsibilities with exemplary sincerity, dedication, and integrity.
Dr. Akhoon further stated that Dr. Kotwal played a pivotal role in strengthening the administrative framework of Ladakh during its crucial formative years as a Union Territory, leaving behind a legacy of good governance and people-centric development.
Addressing the gathering, Member of Parliament Ladakh, Mohd Hanifa Jan, lauded Dr. Kotwal’s visionary guidance and contribution towards shaping Ladakh’s policies and developmental initiatives. He said the outgoing Chief Secretary would always be remembered for his cordial and approachable nature, along with his commitment to public welfare.
