The General Administration Department (GAD) of the Union Territory of Ladakh has issued an Office Memorandum directing all Administrative Secretaries to submit annual recruitment proposals to the Union Public Service Commission (UPSC) in the prescribed format for the 2026 cycle.
The memorandum refers to a UPSC communication dated 25 November 2024, stating that requisitions for direct recruitment will be accepted from 1 January 2026 to 31 March 2026 through the Single Window System. Online booking of slots for prior appointments will be available from 15 December 2025.
Reservation Rules to Be Strictly Followed
The GAD clarified that reservation in Ladakh is governed by statute, including:
J&K Reservation Act, 2004 Union Territory of Ladakh Reservation (Amendment) Regulation, 2025 J&K Reservation Rules, 2005
Departments must prepare reservation rosters in full accordance with these laws and guidelines, including the DoPT OM No. 36012/2/96 dated 02 July 1997 regarding reservations for SCs, STs, and other categories.
Departments Directed to Finalize Requisitions by 12 December 2025
The memorandum instructs that:
Draft requisitions must be submitted to UPSC before 10 January 2026. Departments must seek approval of the Competent Authority and book online UPSC slots by 20 December 2025. Officers designated to submit requisitions (Under Secretary/Deputy Secretary/Additional Secretary/Special Secretary) must ensure all formats and enclosures are complete.
A copy of the Medical Officer recruitment requisition submitted earlier by the Health & Medical Education Department to UPSC has been enclosed as a reference template.

Compliance Required Across All Departments
The GAD emphasized that all departments must identify vacancies and ensure proposals are submitted using the UPSC-33 proforma and accompanying checklist, without delay, to ensure Ladakh’s recruitment processes remain timely and compliant.
The memorandum was issued by Mohd Taqi (JKAS), Under Secretary to Administration, and circulated to all Administrative Secretaries, with a copy forwarded to the OSD to the Chief Secretary.
