Kargil, December 19, 2025: In a significant development for sports infrastructure in Ladakh, Advocate Riyaz Ahmad Khan, Councillor (5th LAHDC Kargil), called on Chief Secretary, Union Territory of Ladakh, Dr. Pawan Kotwal, IAS, at the UT Secretariat in Leh and submitted a memorandum seeking the early establishment of a 24×7 mechanically chilled ice hockey rink in Kargil.
The meeting was also attended by Nominated Councillor Hakima Khatoon and BJP Ladakh President Tashi Khachu. The memorandum was presented on behalf of the youth and sports lovers of Kargil district, emphasizing the urgent need for modern sports facilities to nurture emerging talent.
Advocate Riyaz Ahmad Khan highlighted the rapid rise and growing popularity of ice hockey in Ladakh, along with the outstanding performances of local players at national and international levels. He pointed out that while Leh already benefits from a year-round ice hockey facility, the absence of similar infrastructure in Kargil continues to hinder the training opportunities and development of aspiring players.
It was further informed that the Detailed Project Report (DPR) for the proposed rink has already been submitted to the concerned authorities. The project envisions ensuring balanced, inclusive, and equitable sports development across the Union Territory of Ladakh.
Chief Secretary Dr. Pawan Kotwal assured the delegation that the proposal would be taken up for approval and processed at the earliest, acknowledging the vital role of sports infrastructure in youth engagement and regional development.
Expressing gratitude for the positive assurance, Advocate Riyaz Ahmad Khan stated that the move would help realize the long-pending aspirations of Kargil’s youth and significantly strengthen Ladakh’s presence in winter sports at the national level.
