Advisor Ladakh discusses development of system to deal with Counter Improvised Explosive Devices (C-IED)

 

Leh, 29 August: Advisor Ladakh, Dr. Pawan Kotwal chaired a meeting to discuss observations submitted by National Security Guard (NSG) post their audit of the Police system to deal with Counter Improvised Explosive Devices (C-IED) in Ladakh.

In this regard, Advisor Dr Kotwal stressed on the importance of creating a system of first responders and urged the Ladakh Police to set up dedicated BDS teams, in addition to the assured assistance the UT will receive from the defence and paramilitary forces stationed in Ladakh.

ADGP Ladakh, Shiv Darshan Singh Jamwal apprised the Chair that the Ladakh Police is fully equipped with the C-IED detection equipment. However, the disposal methods shall soon be incorporated. Advisor Kotwal highlighted the major role of UTDRF and urged Ladakh police to work towards achieving the recommendations made in the NSG Audit report– viz procurement of equipment, training of manpower as per the training manual provided by NSG, etc. to develop a robust C-IED detection and disposal squad within Ladakh Police.

Later in the meeting, a proposal by Ladakh Police for the creation/upgradation and regularisation of Police units was also deliberated upon. SSP (AIG Pers) Stanzin Norboo, through a presentation, highlighted aspects of the proposal such as the creation of new Sub-Divisional Police Office units, new Police stations and Police posts, up-gradation of police posts to police stations, creation of dedicated Police wings – CID, Security, Traffic, Tourist, Telecom, etc with the aim to address shortage of manpower and strengthening Ladakh Police.

Advisor Dr Kotwal stressed that the creation of Sub-Divisional Police offices must be coterminous with the existing revenue sub-divisions. He further directed to incorporate mapping of the proposed police posts/stations along with the written proposal for better understanding of the concerned authorities.
