CEC, Kargil calls upon Hon’ble LG, Ladakh raises burning issue of Kargil district

 

Leh, Dec 16, 2023: The Hon’ble Chairman/CEC, LAHDC Kargil, Dr Mohd Jaffer Akhoon, today called upon the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat to discuss various issues related to Kargil district.

 

Dr Akhoon raised several issues, viz. special package to clear pending land, house and trees compensation to beneficiaries whose land was acquired for various infrastructure development projects; the extension of Kargil Civil Airport for commercial flights; the recruitment of constables in Ladakh Police on district cadre post basis; the need to release adequate funds under National Disaster Response Fund (NDRF) for permanent restoration of works/structures damaged by the flood in different flood-affected areas of Kargil; the sanctioning of flood protection works for Sangrah Nallah; the sanctioning of upgradation of old KS Road Sangrah under CRIF/SDP; the need to strengthen All India Radio (AIR) Kargil; the implementation of recruitment rules (RR) framed for posts of LAHDC Kargil; the need for creation of required posts in LAHDC Kargil for smooth functioning of the Hill Council; the sanctioning of honorarium/maintenance cost and fuel charge of school transport buses provided to different schools of Kargil under CAPEX; construction of Kargil Sarai at Leh; regularisation along with enhancement of honorarium/salaries of employees engaged under Rehbar-e-Khel scheme in Sports Department; the need to resolve pending compassionate appointment cases under SRO-43 at the earliest; the need to delegate financial powers to Hill Councils to accord administrative approval (AA), advance drawl and award of contracts; the need to establish fire stations at sub-divisional headquarters; relaxation of norms for execution of works under Councillor Constituency Development Fund (CCDF) for Councillors on similar lines as that of Block Development Councils (BDCs); posting of a full-time District Youth Services and Sports Officer (DYSSO) at Kargil; filling up of posts of Assistant Professors in University of Ladakh and Higher Education Department, Ladakh along with making Ladakh Residence Certificate (LRC) mandatory for appointment of Assistant Professor on contractual/permanent basis; nomination of members from Kargil in SIDCO (Sindhu Infrastructure Development Corporation Limited) for outsourcing of manpower for different departments of UT Ladakh; the need to look into the issue of non-consideration of plans approved by the Hill Council by the Planning Department; Completion of Parkachik-Khows Irrigation Canal along with sanctioning of additional funds for restoration of damaged canal, the need to provide post-retirement benefits to employees from Kargil who are/were working for Forest Corporation of J&K; the need to frame Recruitment Rules for Soil Conservation Department, enhancement of salaries paid to ambulance drivers of District Hospital, Kargil, etc.

 

Dr Akhoon also raised issues related to District Hospital, Kargil, such as shelter for relatives of patients at District Hospital, Kargil, construction of additional wings, such as the Dental Wing, at District Hospital, Kargil.

 

Dr Jaffer highlighted the importance of paying compensation to beneficiaries whose lands have been acquired for various infrastructure development projects in Ladakh.

After a patient hearing, the Honble LG directed DC Kargil to complete the exercise of identification of beneficiaries who are still awaiting payment of compensation. Responding to the operation of civil flights at Kargil Airrpoet the HLG assured to take up the matter with official of SpiceJet. HLG asked ADGP Ladakh Police to examine the demand for recruitment of constables in Ladakh Police on district cadre basis.

The HLG asked concerned officials from the Public Works Department to look for funds for the restoration of works/structures damaged by flood under NDRF’s Flood Management Plan. He also assured to take up the matter of AIR Kargil with Hon’ble Minister of Information and Broadcasting.

 

Further, the LG, directed the concerned officials to ensure biometric attendance of all government employees, including Directorates, is taken on a timely basis to make the Directorates in Kargil fully functional. He also directed Director, Health Services to provide a lady doctor at GM Pore Hospital. He asked the concerned official to draft recruitment rules for staff of Hill Councils for their timely promotion.

The HLG assured to take up the matter of post-retirement benefits for employees of Forest Corporation of J&K with the Hon’ble Lieutenant Governor of J&K. He highlighted the need to employ bus drivers on an outsourcing basis for driving school/college buses.

 

Governor asked CEC,Kargil to meet with Chairman of LAHDC Leh for land for Kargil Sarai in Leh.

The HLG assured to look into the issue of enhancement of salaries of Rehbar-e-Khel, ambulance drivers and appointment of SRO-43 cases based on the recommendation of the members of the Committee constituted to look into their issues. He also discussed the issue of delegating financial power to Hill Council, establishment of fire stations at sub-divisional headquarters and the relaxation of norms for the execution of works under CCDF with the concerned officials and assured for necessary steps in this regard.

 

The HLG stated that pending/languishing project works will be completed within three years and adequate funds will be provided to new project works so that these projects could be completed within three years. He informed about the directions issued to DG Border Roads Organisation (BRO) to provide temporary shelter to relatives of patients undergoing treatment at District Hospital, Kargil. He also highlighted the proper utilisation of space at District Hospital, Kargil. The HLG also inquired about the purchase of the MRI machine for the District Hospital, Kargil.

 

Advisor to HLG, Dr Pawan Kotwal, ADGP Ladakh Police, Dr SD Singh Jamwal, Principal Secretary, Health, Dr Vasanthakumar N, Deputy Commissioner, Kargil, Shrikant Balasaheb Suse, SSP Kargil, Anayat Ali Chaudhary, Director, Health Services, Dr Motup Dorje; Chief Engineer, PWD (R&B)/PMGSY, AbduL Mutalib; Superintending Engineer, PWD (R&B)/PMGSY, Skalzang Dorjay; Superintending Engineer, PHE (I&FC), Maqbool Hussain; officials from District Hospital, Kargil and NHIDCL were present in the meeting.
