CEC Kargil chairs meeting to discuss pending liabilities of land compensation issues

 

Kargil, Nov 29, 2023: Chairman/Chief Executive Councillor, LAHDC, Kargil, Dr Mohd Jaffer Akhoon presided over a meeting today with officers to address the outstanding liabilities related to land, trees, and house compensation across various departments in District Kargil.

 

The meeting was attended by Executive Councilor, Aga Syeed Mujtaba Mussavi, Executive Councilor, Kacho Mohammad Feroz, Deputy Commissioner/CEO, LAHDC, Kargil, Shrikat Suse, ACR Kargil, Mohammad Sharif Kakpori, SDMs, Councilors, Tehsildars, Naib Tehsildars and all sectorial heads of different departments.

 

The meeting involved in-depth discussions and deliberations concerning the matters of land compensation and road construction.

 

The CEC conducted a review with the Assistant Commissioner Revenue (ACR) and Sub-Divisional Magistrates (SDMs), addressing financial concerns

 

The CEC took review from ACR and SDMs and discussed the financial concerns related to land compensation issues throughout the district

 

CEC Dr Jaffer instructed all relevant departments to provide detailed information on the cases to the council within a month, including the status of pending compensation cases.

 

He also assessed the compensation issues with SDMs, discussing the existing liabilities. Furthermore, he issued directives to promptly resolve land compensation cases that have been pending since 2019 and have already been identified.

 

The CEC also mandated that executive agencies conduct comprehensive surveys and assessments of development works before formulating Detailed Project Reports (DPRs). This approach aims to prevent the accumulation of compensation cases.

 

The CEC issued instructions to the relevant officials and departments, urging them to expedite the disbursement of pending compensation cases and take measures to prevent prolonged accumulation of such cases in the future.

 

CEC Dr Jaffer also instructed all departments to meticulously maintain records of both works and compensation. Additionally, he emphasized expediting the process while concurrently prioritizing the compensation of affected individuals.

 

Earlier, the EC, Kacho Mohammad Feroz requested the ACR, SDM and heads of departments to take review of all the schemes and review the liability.

 

He also directed that every department should maintain data of developmental works and the data should be shared with the council within a month so that they can take the matter with the concerned authorities.

 

The EC Kacho Mohammad Feroz directed ACR Kargil to review all the pending cases and the update should be shared with the hill council. He further suggested that there should be monthly meeting with concerned heads of the departments.

 

The Deputy Commissioner Kargil also directed all the departments to take review meeting with all the departments about the compensation issues with all the concerned officials.

 

The DC Kargil instructed the Assistant Commissioner Revenue to convene a meeting with all the Councilors, providing them with an explanation of the recent amendments in the Land Compensation Act and its associated sections.
