SRINAGAR — Dec-25 -2025: Cluster University Srinagar (CUS) today organized a grand farewell ceremony to honour the distinguished service of Shri Shantmanu, IAS, Financial Commissioner (Additional Chief Secretary), Higher Education Department, J&K.
The event, held at the university campus, was attended by the Vice Chancellor, Prof. (Dr.) Mohammad Mobeen; Director Colleges, Professor Sheikh Ajaz Bashir; Registrar, Prof. (Dr.) Wilayat Rizvi; Dean Academic Affairs, Prof. Dr. Nazir Ahmad Simnani, Controller of Examinations Professor Khursheed Ahmad Mir, Principal, College of Education Prof. Seema Naz, Principal, Amar Singh College Prof. Ajaz Ahmad Hakak, Principal, HKM College Eidgah Prof. Deeba Sarmad, Dean Commerce and Management Prof. (Dr.) G.M Lone, Dean Sciences, Prof. Nighat Nasreen, Dean Social Sciences Dr. Javaid Ahmad and Dean HLA Dr. Tahira Syed. Also in attendance were Assistant Professors, and concerned officers of the university.
In his keynote address, Financial Commissioner Shantmanu expressed deep gratitude for the support received from the academic community during his tenure. He shared the University and its authorities should always understand the vision and reason behind the formation of this University. He added we already have a road map and ways and means should be explored to fulfil the vision of the university. He emphasized the importance of fostering an environment of innovation and research within the cluster colleges and University.
The Financial Commissioner appreciated University for the farewell and extended good wishes for the future academic initiatives of the university and added that through out his tenure he was able to make good relations with the University.
Vice Chancellor Prof. (Dr.) Mohammad Mobeen hailed Shri Shantmanu as a visionary administrator for his outstanding contribution to the higher education sector of Jammu & Kashmir, describing him as a visionary administrator, mentor, and well-wisher of academic institutions.
“Shri Shantmanu’s association with higher education has been defined by clarity of vision, administrative wisdom, and an unwavering commitment to institutional excellence. His guidance has played a crucial role in strengthening universities and aligning them with national educational reforms,” Professor Mobeen Ahmad said.
The Vice Chancellor applauded and appreciated Secretary, Shri Shantmanu for always presenting the case of Cluster University with empathy, balance, and firm conviction.
Paying tribute to his personal qualities, the Vice Chancellor remarked, “What truly distinguished Shri Shantmanu was his approachable nature, patient listening, and constructive guidance. As he retires from active service, the higher education sector is losing a mentor and a well-wisher whose legacy will continue to inspire generations of administrators and academicians.” He said.
During the ceremony, Director Colleges and the Registrar also shared their experiences of working under the leadership of the outgoing Financial Commissioner, highlighting his commitment to transparency and excellence in education.
The proceedings concluded with a formal Vote of Thanks presented by Dr. Nazir Ahmad Simnani, Dean Academic Affairs. He thanked Shri Shantmanu for his exemplary leadership and extended his gratitude to the Vice Chancellor and the university staff for making the event a success.
As a mark of respect, a memento was presented to Shri Shantmanu by the Vice Chancellor and senior officers on behalf of the university fraternity.
The proceedings of the event was conducted by Dr Uzma Shafi Assistant Professor English, from Cluster University of Srinagar
Pertinently the Commissioner will be superannuating from his services on 31st December 2025.
