Divisional Commissioner Ladakh Saugat Biswas tours Changthang region; Takes stock of the progress of important ongoing schemes & projects

Leh, Feb 02: Divisional Commissioner Saugat Biswas conducted a 4-day tour of the Nyoma Subdivision to visit various villages and make an assessment of the living conditions in the harsh winters. He also assessed the progress of ongoing schemes of the Rural Development Department, and important schemes such as Jal Jeevan Mission (JJM), Swachh Bharat Mission, MGNREGA, etc. Divisional Commissioner Biswas assessed health facilities, connectivity, VSATs in villages and issues regarding grazing land in the border areas.

The Divisional Commissioner interacted with Sarpanch, Nambardar and villagers of Hemya and the Medical Sub Centre there where he reviewed the facilities and urged the medical staff to ensure the best of their services.

To provide uninterrupted tele-connectivity in the village, Biswas directed concerned officials of the Rural Development Department to ensure that the VSAT is functional at all times.

During an interactive meeting with the villagers and their representatives at Chumathang, the villagers raised issues such as the requirement for a community hall, and the installation of mobile towers. Biswas directed the concerned departments that the issues raised are resolved at the earliest.

He also visited Korzok village, and interacted with the Sarpanch, Nambardar and villagers of Korzok where the Divisional Commissioner inspected the functionality of JJM scheme and reviewed its effectiveness during winter sub-zero temperatures. Further, he directed the Food Supply officials to cross-check the number of ration card holders of Korzok and Tegazong villages in order to avoid duplicacy.

Divisional Commissioner Biswas later toured the grazing land – Nurboo Tamgok (Nepali basti), and winter grazing land – Tegazong – where he interacted with the village representatives. Biswas directed BMO Nyoma to utilise Mobile ambulances for Medical Camps, at least once a month and directed the Food and Supply officials to issue ration cards to new households. At Chumur village, issues such as the non-functionality of the existing bank and the need for mobile towers were brought up by the villagers.

He also interacted with villages of Hanley Khaldo, Hanley Pongok, Hanley Buk Hanley Shado and interacted with sarpanch, nambarder and villagers where the villagers raised issues such as the installation of mobile tower, upgradation of medical Sub Centre, road connectivity, black-topping, the requirement of a community hall, bridges at certain locations, allotment of chain link to protect farming, provision of more number of homestays. The issues will be brought to the notice of the concerned Departments and officials for prompt redressal, he assured.

Similarly, at Nyoma, the upgradation of PHC to a Sub-District hospital, and the allocation of funds for a multi-purpose auditorium, and ice hockey rink were requested by the villagers.

The Divisional Commissioner spoke of the need to promote Gender Equality and directed SDM Nyoma to organise Gender Equality camps with the involvement of police personnel and village representatives in order further strengthen the status of women in these regions.

The villagers of Mudd also submitted a memorandum, requesting the Divisional Commissioner’s intervention in facilitating a bridge, black-topping of existing roads, fodder requirements, and telecommunication facilities.

Further, at Dungti village discussions were held on the requirements of the village such as mobile towers, Anganwadi Centre among others.

The villagers of Demchok and Koyoul put their issues regarding grazing of livestock, Tele connectivity and other infrastructural requirements.

Councillor Nyoma, Ishey Spalzang, Additional District Development Commissioner/ACD Leh, Sonam Nurboo, SDM Nyoma, Dr Changchup Dorjay, Sub-divisional Heads of various departments including Executive Engineer, SHO, BMO, PHE, Animal/Sheep husbandry department and other concerned officers/officials accompanied him during the tour.
