Hon’ble Lt. Governor Brig (Dr) BD Mishra (Retd) launches Right to Information (RTI) & e-system of Asset Management (e-SAM) portals

 

*Leh, August 18, 2023:* The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), launched the Right to Information (RTI) and e-System of Asset Management (e-SAM) portals at Raj Niwas.

 

The HLG lauded both initiatives and called them comprehensive and all-inclusive. He stated that both innovative initiatives are a major step towards realising the goal of efficient governance in Ladakh. He appreciated the IT experts from NIC Karnataka and NIC Ladakh for preparing the portal in a short time. The HLG stated that the citizens of Ladakh can now easily file their RTIs through the launch of the online RTI portal. He highlighted the need for dedicated officials to take care of the portals for better effectiveness.

 

Advisor to HLG, Dr Pawan Kotwal, IAS, stated that both the portals will help in addressing the grievances of the people of Ladakh and save them time in filing RTI applications. He stated that a dedicated cell with expert personnel is required to operate both portals effectively and efficiently. He directed the General Administrative Department, UT Ladakh to ensure the proper and smooth functioning of both portals through the engagement of experts and providing training/orientation to the personnel involved in their operation.

 

Commissioner Secretary, GAD Ladakh, Shri Ajeet Kumar Sahu, IAS, gave a detailed presentation on RTI and e-SAM portals. He highlighted the various benefits of the RTI portal for both citizens and departments, including filing the RTI 24X7, receiving the reply online, scheduling the visit, status updation through emails and SMS and tracking status, etc. He also informed that the citizens can file their RTIs at https://rtionline.ladakh.gov.in Shri Sahu stated that the RTI portal will help in ensuring the HLG’s motto of Corruption and Delay-Free Ladakh.

 

Shri Sahu also gave a detailed presentation on the salient features of e-SAM portal (http://eassets.ladakh.gov.in) process, viz. connection with vendor, grouping of assets, entry of items and searching features of the items. He apprised the HLG of the technical support provided by NIC Karnataka for the creation of both portals.

DDG and State Informatics Officer, NIC Karnataka, Shri PV Bhat informed the HLG that both RTI and e-SAM portals have been running effectively and successfully in Karnataka for the past two and seven years, respectively. He expressed his happiness for NIC Karnataka’s association with UT Ladakh. He highlighted the need to raise awareness among the citizens of Ladakh about the availability of online RTI portal and the need to provide training to officials associated with the portals.
