Leh, 02nd June 2024: Ladakh Legal Service Authority (LSSA), in collaboration with Ladakh Police, organized a one-day seminar-cum-orientation program at Arya Nagarjuna Auditorium, Central Institute of Buddhist Studies, Choglamsar, Leh, Ladakh on the Three New Criminal Laws to be implemented nationwide 1st July onwards.

Honโ€™ble Justice Atul Sreedharan, Judge of the High Court of Jammu Kashmir Ladakh and Executive Chairman of LLSA UT Ladakh, was the Chief Guest, and Advisor Dr. Pawan Kotwal was the Guest of Honour on the occasion. ย 

The seminar was divided into four sessions. In the inaugural session, Advisor Dr. Pawan Kotwal addressed the gathering, emphasizing the importance of the three new criminal laws framed by Parliament, keeping in view modern times, the change in the pattern of crimes, and the need for steady investigation, trial, and justice. He also lauded the new laws for their stricter stance regarding offences committed against women.

The Three New Criminal Laws, namely, The Bhartiya Nyaya Sanhita, Bhartiya Nagrik Suraksha Sanhita, and the Bhartiya Sakshya Adhiniyam, will replace the Indian Penal Code, 1860; Code of Criminal Procedure, 1898; and the Indian Evidence Act, 1872, respectively, and will be effective from 1st July. He also stated that in regard to the capacity building, almost 40 percent of the Ladakh police personnel have been trained to be made aware of the new laws to use them in a more proper and effective way. Dr. Kotwal also expressed his heartfelt gratitude towards everyone, especially the two resource persons, Advocate E V Chandru and Advocate Sharat Chandru who were invited from Tamil Nadu to train the officials of UT Ladakh in respect of the three new criminal laws. ย 

The Chief Guest of the occasion, Justice Sreedharan, emphasized the multi-sectoral role of police personnel and highlighted the harmonious working relationship between legal workers and police personnel. He further added that the three new criminal laws aim to advance betterment and progress in society and praised the laws for their stringent clauses regarding offences related to women.

In the first session, Advocate E V Chandru, the resource person, gave a detailed overview of the Bhartiya Nagarik Suraksha Sanhita and interacted with the participants. In the second session, Advocate Sharat Chandru, the resource person, presented a comprehensive presentation on the Bhartiya Sakshya Adhiniyam. Additionally, Tsewang Phuntsok, CJM Leh, took a session on Bhartiya Nyaya Sanhita.

The third session featured Ishtiaq Kacho JKPS, AIG (CIV), and Murad Bhat, Consultant KPMG, who shed light on the preparation for the implementation of the new laws in UT Ladakh, particularly in relation with police department and pillar of Interoperable Criminal Justice System (ICJS).

The programme was attended by Deputy Commissioner Leh, SSP Leh ,CJM Leh, Member Secretary Ladakh Legal Service Authority, Senior Police Officers from Prosecution wing and Forensic wing, Judicial Officials , Advocates of the bar of Leh & Kargil and police personnel.
