2-day workshop for NGOs on Social Welfare schemes begins

Leh, Sep 29: In order to build strong networking and good relation between the government and the NGOs to work in an effort in every aspect for the society through collaboration, a 2-day workshop for NGOs of Leh district on Social Welfare Schemes /Role of NGOs/ Funding pattern was organized by the Department of Social / Tribal Welfare, Leh here today.

Chairman/ CEC LAHDC Leh Adv Tashi Gyalson presided as the chief guest and Dy Chairman Tsering Angchuk as the guest of honour in the inaugural session of the workshop. Commissioner / Secretary Social & Tribal Welfare UT Ladakh Padma Angmo, Deputy Commissioner Leh Shrikant Suse, Sr. Programme Officer, Ministry of Social Justice & Empowerment (MSJE), GoI Risha Nusrat, Under Secretary Department of People with Disability, MSJE GoI Mohd. Miraz-ud-din, District Social Welfare Officer Leh Nilza Angmo, and Presidents & members of various NGOs of Leh and officials of the Social Welfare department were present during the event.

Addressing the gathering, CEC Adv Tashi Gyalson appreciated the Department of Social & Tribal Welfare for organising this workshop to inform and aware the NGOs of various schemes from the government. He stated that all the active NGOs are effectively contributing to laying a strong foundation for the newly set up UT of Ladakh. CEC Gyalson further requested all the NGOs to work in close coordination with the Administration to avoid duplicity while executing developmental projects. He further hoped that the workshop would be fruitful for all the participating NGOs.

Dy Chairman Tsering Angchuk informed that many NGOs in Leh are working efficiently and equally contributing to the collective development of the society. He also appreciated the efforts of Commissioner/Secretary Padma Angmo in conducting awareness camps on govt. schemes and capacity-building workshops in various departments including Higher Education, Social Welfare, Information, and Skill Development.

Commissioner/Secretary Social / Tribal Welfare UT Ladakh Padma Angmo in her address stressed on the fact that the success of any social welfare scheme depends largely on the implementation by the social organizations. Prevalence of the number of NGOs in our society has been proving beneficial and the effort of the department is also to assist them through GoI’s funding. Appreciating the contribution in the field of education by NGOs, she stressed on the need to focus on accessibility both in terms of education and disability. The component of wide awareness among the mass about the schemes was also stressed, she added.

Com/Secy Padma Angmo also highlighted the urgent need to fight against drug abuse and requested NGOs to actively contribute and work hand in hand to curb these social challenges at large. She also mentioned about the launch of a helpline for senior citizens ‘Elder Line’ tomorrow by the Ministry of Social Justice and Empowerment GoI being implemented by HelpAge India. And she requested all the NGOs to come together for wider outreach to every corner of the region.

During the day, Sr. Programme Officer, MSJE Risha Nusrat gave an overview of National Action Plan for Drug Demand Reduction (NAPDDR) and participation of NGOs in Nasha Mukt Bharat Abhiyan (NMBA). Group activity was followed by an overview of the Ministry’s Social Justice Schemes and role of NGOs and funding pattern.

Clinical Psychiatrist SNM Hospital Leh Dr Padma Angmo gave a detailed report on the current scenario of drugs/ substance abuse in Leh district where it came to the foreground the distressing scenario about the drug users prevalent in all age groups, all socio-economic section of the society with both male and female as their users. The effort on social level was felt during the discussion.

Under Secretary, Department of Persons with Disability, MSJE, GoI, Mohd. Miraz-ud-din spoke widely about the schemes for Persons with Disability and the role of NGOs.

State Head HelpAge India, Himachal Pradesh and Ladakh Dr. Rajesh Kumar spoke at length about the importance of Social Justice for Elderly in our society.

Towards the end of the day, a question and answer session helped clear many doubts and apprehensions about schemes and ways the NGOs can use to positively affect the society.

The second day of the workshop will see detailing and discussion about Mission Vatsalya, overview of schemes of Ministry of Minority Affairs, Ministry of Tribal Affairs & funding pattern and role of NGOs in all these schemes.
