Advisor Narula chairs Minimization of Compliance Burden, Decriminalization of Laws meeting

Advisor Ladakh, Umang Narula chaired a review meeting on minimization of compliance burden (ease of living and ease of doing business) and Decriminalization of laws.

Ease of living and ease of doing business aims to improve the business environment in states by simplifying procedures, digitising information, and easing compliance burden to citizens.

Advisor Umang Narula directed the officials to set targets and objectives to monitor their progress and suggested observing other states’ best practices. Taking another step towards digital empowerment, he suggested maintaining academic degrees in the National Academic Repository (NAD). Focusing on the ease of access and user-friendly aspect, Advisor Narula stressed the need for integration of all the websites/ portals of the schemes of various departments of Ladakh. Online Aadhar based single step validation for registration of vehicles was also stressed.

Principal Secretary Dr Pawan Kotwal stressed the need for proper monitoring of the portals for their proper functionality.

Administrative Secretaries from concerned departments apprised the Advisor about the various measures taken by them to reduce compliances in various depts such as Tourism, Information, Social Welfare, Skill Development, Higher Education, Agriculture, Health, Industries and Commerce, Sports, Revenue, Transport, Land, PHE, Labour, Pollution control unit and others.

Com/Secy, IT, Saugat Biswas apprised the Advisor that 14 schemes under State e-Governance Service Delivery Gateway (SSDG) of Social Welfare, Agriculture, Health and Medical, Industries & Commerce, and Public Health Engineering Departments are ready to be launched.

Director Industries and Commerce, Ladakh, Moses Kunzang, informed the chair about the steps taken towards Minimising Regulatory Compliance burden where a total of 26 Nodal Officers were appointed and were also given training through the Department for Promotion of Industry and Internal Trade (DPIIT) on uploading information.

While discussing the decriminalisation of various provisions, Advisor Narula gave directions for the formation of a committee on decriminalisation, and identification of Redundant Laws and Rules. He further gave strict directions for sharing of information on these issues in the portal of the DPIIT, Ministry of Commerce and Industry.

The meeting also felt the importance of building a common database for transparent distribution of subsidies/scholarships/benefits through Direct Benefit Transfers. Steps for issue of various certificates were also discussed at length. In line with the software developed for the issue of Resident Certificate, Advisor gave directions to explore possibility of extending online system for other certificates issued by the Revenue Department.
